The ACT Government introduced a Greenhouse Gas Reduction Scheme which commenced on 1 January 2005 and mirrors the NSW Greenhouse Gas Reduction Scheme (GGAS).
The Independent Pricing and Regulatory Tribunal (IPART), reflecting its role of Scheme Administrator for GGAS, is also the Scheme Administrator for the ACT Scheme. The Compliance Regulator function for the ACT Scheme is performed by the Independent Competition and Regulatory Commission (ICRC).
GGAS and the ACT Scheme use the same abatement certificates and eligible abatement projects in the ACT are accredited under GGAS. However only generation activities in the ACT (with export to the NEM) can be accredited under GGAS.
Benchmark participants in the ACT are able to surrender certificates created for activities in either NSW or the ACT to meet their obligations under the ACT Scheme. Eligible projects in the ACT may apply to IPART, as Scheme Administrator, using the forms available on this website.
The ACT Scheme has been established under the following ACT legislation:
Electricity (Greenhouse Gas Emissions) Act 2004
Electricity (Greenhouse Gas Emissions) Regulation 2004
