ACT Scheme

 

The ACT Government introduced a Greenhouse Gas Reduction Scheme which commenced on 1 January 2005 and mirrors the NSW Greenhouse Gas Reduction Scheme (GGAS).

The Independent Pricing and Regulatory Tribunal (IPART), reflecting its role of Scheme Administrator for GGAS, is also the Scheme Administrator for the ACT Scheme. The Compliance Regulator function for the ACT Scheme will be performed by the ACT's Independent Competition and Regulatory Commission (ICRC).

GGAS and the ACT Scheme use the same abatement certificates and eligible abatement projects in the ACT will be accredited under GGAS. The changes to the GGAS Rules necessary to allow this are being made.

Benchmark participants in the ACT are able to surrender certificates created for activities in either NSW or the ACT to meet their obligations under the ACT Scheme. Eligible projects in the ACT may apply to IPART, as Scheme Administrator, using the forms available on this website.

Both generation and demand side abatement (DSA) activities in the ACT can be accredited under GGAS. The GGAS DSA Rule was amended in December 2005 to include DSA activities in the ACT.

The ACT Government is considering how the permanency requirements under the ACT Scheme would fit with its land title arrangements before allowing Carbon Sequestration activities in the ACT to be accredited.
