23 December 2005

NSW Minister for Utilities, the Honourable Carl Scully gazetted the new Generation Rule. All applications for Generation projects should use the NSW Greenhouse Gas Benchmark Rule (Generation) No. 2 of 2003, effective from 23 December 2005.

The Generation Guide to Applying and Application form have been updated to reflect the Rule amendments.

9 December 2005

NSW Minister for Utilities, the Honourable Carl Scully gazetted the new Demand Side Abatement Rule. The revised Rule No. 3 of 2003 provides for DSA projects in the ACT. All applications for DSA projects should use the NSW Greenhouse Gas Benchmark Rule (DSA) No. 3 of 2003, effective from 9 December 2005.

NSW Premier Morris Iemma released the NSW Government's Greenhouse Plan. More information can be found on the NSW Greenhouse Office website.

The Greenhouse Plan includes a commitment to extend GGAS
to 2020 (see page 26).

The Tribunal as Compliance Regulator has determined the Scheme Pool Coefficient and Key Factors for the 2006 compliance year.  The Tribunal has updated the ‘NSW Pool Coefficient’ Fact sheet to include aggregate data used in the calculation of the 2006 Pool Coefficient.

The GGAS Scheme Administrator has released a report titled "Assessment of Near Real Time Greenhouse Intensity Calculation". The report, along with a detailed methodology document and calculation spreadsheet, are now available for download. Feedback is sought from experts in coal fired power generation and carbon accounting on the work that has been done to date, and areas for further investigation that will enhance and broaden the applicability of this potential approach to emissions monitoring and abatement quantification.

NSW Minister for Utilities, the Honourable Carl Scully released the Annual Report on compliance and operation of the Scheme for the 2004 calendar year.
