The greenhouse penalty for benchmark participants that fail to reduce emissions has risen by 50 cents to $12.00 per tonne of carbon dioxide equivalent, effective for the 2007 compliance year.

The NSW Minister for Energy, The Hon. Ian Macdonald MP has tabled the Annual Report on Compliance and Operation of the NSW Greenhouse Gas Reduction Scheme during 2006.

The 30th June 2007 was the last date for creation of NGACs for abatement during 2006. 19,907,003 NGACs of 2006 Vintage have been created. The total number of NGACs created since the commencement of the Scheme is now over 47 million.

Election applications to become a voluntary benchmark participant for the 2008 compliance year and beyond are due 31 August 2007. Potential electors must complete IPART’s Election Form.

To become a voluntary benchmark participant you must be either a large user of electricity or a person carrying out State significant development, as designated by the Minister for Planning under the NSW planning legislation. A large user is essentially defined as a corporate group that in NSW uses at least 100 GWh of electricity per annum and has at least one site in the State using over 50 GWh per annum)
